ASEAN Special Telecoommuniactions and Information Technology Senior Official Meeting (ASEAN Special TELSOM) di Yogyakarta

(Jakarta , 13 Juli 2009). Pada tanggal 15 s/d. 17 Juli 2009 di Yogyakarta akan berlangsung ASEAN Special Telecommuniactions and Information Technology Senior Official Meeting (ASEAN Special TELSOM). Sebelum ini, ASEAN Special TELSOM telah berlangsung pada tanggal 1 s/d. 4 Juli 2008 di Manila, Filipina, yang kemudian dilanjutkan dengan TELSOM dan TELMIN pada tanggal 25 s/d. 29 Agustus 2008 di Bali. Sedangkan untuk TELSOM dan TELMIN tahun 2009 ini akan berlangsung pada tanggal 12 s/d. 16 Oktober 2009 di Vientien, Laos. Tidak seperti biasanya, sidang di Yogyakarta ini akan dihadiri oleh 40 anggota delegasi ASEAN yang lengkap dan berkekuatan penuh, termasuk para TELSOM Leader (para Dirjen), terkecuali Brunei Darusalam (karena bertepatan dengan hari ulang tahunnya Raja Bolkiah) serta Malaysia yang delegasinya tidak dipimpin oleh setingkat Dirjen.
Jika pada ASEAN Special TELSOM 2008 terdapat beberapa hal penting yang dibahas, yaitu tentang ASEAN ICT Fund and TELSOM Priority Projects, TELSOM Project Management, ASEAN Task Force for Digital Contents, perkembangan ASEAN Charter and its impact on ASEAN Process, AEC and ASCC Blueprints and the ICT Scorecard, Vientiane Action Program and e-ASEAN Roadmap, Governing Council ASEAN ICT Centre, dan Cooperation with Dialogue Partners, dan persiapan-persiapan TELMIN 2008. Maka pada ASEAN Special TELSOM 2009 terdapat juga beberapa isu strategis yang akan dibahas, yaitu antara lain penyusunan ASEAN ICT master Plan 2015, ASEAN Charter dan ASEAN Economic Community Blueprint, beberapa priority projects 2009 - 2010 termasuk usulan Indonesia antara lain ASEAN Internet Exchange, Mobile Commerce, Promoting and Disseminating Green ICT Actions, Engaging ASEAN in the Trial of Security Models for VOIP based SIP Implementation, ASEAN e - Farmer, an Utilization of BWA Technology to Improve Farmer"s Productivity in Rural Areas, IRUD NGN, dan content development of a sustainable telecenter in ASEAN Countries. Hasil-hasil pembahasan dalam ASEAN Special TELSOM 2009 ini setelah disetujui oleh para pimpinan delegasi akan dibahas kembali dan di-endorse oleh para Menetri Telekomunikasi dan ICT pada sidang ASEAN Telecommunications and Information Technology Ministers Meeting (ASEAN TELMIN ke -9) pada bulan Oktober 2009 di Laos.
Berikut ini beberapa agenda penting secara terperinci yang akan dibahas di Yogyakarta:

1. | Welcoming Remarks by the Host Country. The TELSOM Leader for Indonesia will deliver the Welcoming Remarks. |

4. | Decisions and Follow-up Requirements of the ASEAN Summit and the ASEAN Economic Community Council . |
4.1 | ASEAN Charter and its Impact on the ASEAN Process. The ASEAN Secretariat will brief the Meeting on changes and institutional impacts arising from ASEAN Charter, especially the reporting channel from TELMIN to the AEC Council and ASEAN Summit. The Meeting may revisit the current schedule of ASEAN ICT Meetings (including ATRC activities) for a possible meeting adjustment following the schedule of ASEAN Coordinating Mechanism. |
4.2 | The AEC Council and the ASEAN Community ICT Scorecard The ASEAN Secretariat will brief the Meeting on decisions of the 1 st AEC Council Meeting for TELSOM guidance on follow-up activities. The ASEAN Secretariat will also brief the Meeting on the "ASEAN Community Progress Monitoring System" which will be also be reflected in the status and activities of the AEC ICT Scorecard (2008 – 2011) as well as activities of the ICT-related measures under the ASCC Blueprint and IAI Phase 2 Roadmap. The Meeting may wish to review all TELSOM activities and provide inputs on how to implement ICT-related measures in a concerted and synergic way, with an additional view to complete the ICT scorecard in period of 2011 – 2015. |
4.3 | Other Regional Initiatives The ASEAN Secretariat will brief the Meeting on the cross-sectoral measures which have involvement of TELSOM, such as e-ASEAN Integration Roadmap, Logistics Integration Roadmap and Trade Facilitation, etc. The Meeting will review the measures and provide guidance on how to accommodate these matters in TELSOM future activities and projects. |
5 | Follow-up Actions and Updates of Telsom Projects And Activities The Director of ASEAN ICT Centre will present General Updates of TELSOM Approved Projects and Activities in period of 2006 – 2009. The Project Proponents (or consultants) will present the Project Completion/Progress Report which will highlight the key outcomes, recommendations and follow-up actions for consideration of TELSOM. |
6 | The JWG/WG Report and Projects/Activities Recommendation in 2009 – 2010 |
6.1 | JWG/WG Report. Indonesia, as Chairman of Joint Working Group (JWG), will present the JWG Report (which consists of all WG/JWG Meeting"s Reports in Hoi An, Vietnam on 27 – 29 April 2009 and in Yogyakarta on 15 – 16 July 2009), particularly on the WG recommendations, highlights and inputs for TELSOM guidance in 2009 – 2010 (i.e. to be included in the ASEAN ICT Masterplan) Chairman of each WG may wish to provide additional inputs/comments. |
6.2 | Project Proposals for 2009 – 2010. Indonesia , as the JWG Chair, will present a Generic Projects Summary including the following project categories: • ASEAN ICT Projects which to be funded by AICTF and be implemented by ASEAN Member States. • TELSOM Projects for funding from the Dialogue Partners" Fund. • TELSOM Priority Projects for joint implementation with TELMIN Dialogue Countries (i.e. to be funded by TELMIN Dialogue Countries). • TELSOM self-funding projects The Meeting may request the Project Proponents to provide additional information. |
6.3 | TELSOM Priority Projects in 2009 – 2010. The Director of ASEAN ICT Centre will present the Result of the JWG Project Ranking Exercise. The Director of ASEAN ICT Centre will present the Result of the JWG Project Ranking Exercise. |
7 | ASEAN ICT Masterplan. The Meeting will request Singapore , as Coordinator for the ASEAN ICT Masterplan, to brief the progress and preparation for the Masterplan as of decisions made by TELSOM Leaders Retreat in Bukittingi in March 2009. Consultants for the Masterplan (Accenture) may be invited to participate in this Agenda. |
8 | ICT Funding and External Technical Assistance |
8.1 | ASEAN ICT Fund. The ASEAN Secretariat will brief the Meeting on the Status of the ASEAN ICT Fund as of May 2009. |
8.2 | Possible Funding and Technical Assistance from Dialogue Partners. The ASEAN Secretariat will brief the Meeting on the available funding sources for TELSOM Projects as well as optional technical assistance from Dialogue Partners. |
9 | Preparation for the 9 th TELMIN/10 th TELSOM. Lao PDR, as the Host Country, will brief the Meeting on preparation for the 9 th TELMIN/10 th TELSOM which is to be held on 12 – 16 October 2009 in Vientiane , including the proposed program of activities and major deliverables/outputs. The Meeting will take note the interest of US-ASEAN Business Council to engage with TELSOM and therefore consider the modality and topics for exchange of information or cooperation. |
10 | Other Matters. The Meeting may wish to discuss any other matters. |
11 | Date and Venue of the Next Meeting. The Meeting will consider the date and venue of the next Special TELSOM in 2010. |
12 | Consideration and Adoption of the Report. The Meeting will consider and adopt Report of the Special Meeting of the ASEAN Telecommunications and Information Technology Senior Officials (Special TELSOM) held in Yogyakarta , Indonesia on 15 – 17 July 2009 on ad-ref basis. |
